Ok two stupid questions.

1. I Assume I have to be in the same room to plant to explosive?

2. There are two actions correct? First is planting it on someone, second is activating it. So if it's just planted will not explode upon player's death unless activated?

Nope. Just the planting. Once planted it's active.

Phase 27 Actions:
You sneak behind Jeff and slip the explosive into his pack. You carefully attach the watch to your own arm.

The explosive has been planted. If you are killed during the course of the game, your explosive will also detonate.
