During the mid 1990's into the 2000's within Baltimore there was a struggle for territory, product, and clientele. Each of these were fought over by numerous drug organizations who dealt mostly in heroine and cocaine smuggling and distribution.

Avon Barksdale had been the kingpin drug lord for quite some time in Baltimore, but with his recent incarceration was this the opportunity that many other rival gangs needed in order to complete a full takeover of the drug kingdom? It appears that the only solution ends in a bloody attempt at total control.

Meanwhile, politics had made their way deep into the police department with pressure from the elected officials to save face within the local newspapers. It seemed like everyone was looking out for themselves, but it was clear that there were some good eggs within each of these realms who were looking to end the stranglehold that heroine and cocaine.

Wire tapping, surveilance, and police raids had been approved from the top down in order to try and eliminate the rampant drug dealing throughout the city.
