Robin - Trading drugs for info is just a bad move, considering the drugs probably cost more than the lost loaf of bread. Trusting the word of a bad drug addict also is a dumb maneuver.
Amelia - Stealing the bread in the first place, then staying quiet about it.
Gavin - Only looking out for his daughter, but could care less about his son-in-law, douche.
Joseph - At best he's an accomplice to the theft, but beyond that, he's railroaded by the rest of the group.

He needs the drugs and he's going to get them any way he can. How does that make Charles worse than Robin?

Because Charles chose to lie. He could have gotten the drugs another way, or even by making a deal with Robin for the drugs in exchange for the truth. Choosing to lie is worse than the bribing for the info.
