Roger was worrying about Jessica and all the death happening around them. Somehow he felt responsible.
He was so in his own head that he didn't notice everyone gang up on Zersch for a bit and then on Jackie, ultimately deciding that she was the one to hang.
They tied a noose around her neck using one of the table cloths and dropped her from the height the anvil had dropped from earlier. They forgot to tie the other end to something, so she just fell to the floor.
But it was enough.
