Also, when I say "clear", I mean when I investigate them Sam says they're "town" each time.

The issue is if we're dealing with a SK (and I think we all agree we are at this point), they're most likely to show up as town similar to how the Don does.

Typically SK and Cult Leader show as town too. At least in the majority of mafia game splayed here on EN/FE
