VT were probs citizens in previous Kashmir games too, so I wouldn't rule 317 out. Wouldn't start there either.

Honestly, I think cult leader might be Herm because Herm has downplayed the possibility of recruiting. I don't know why you don't have him as a potential option.

I have no info on Herm at all.
