RDR2 is the clear 🐐 for me
Fallout New Vegas, RDR1, GTA5, GTA San Andreas, Outer Wilds up there too

I recently played the 2018 Spider-Man game and even though the story and stuff was expectedly lame, the actual open world itself was v impressive | |

I got pretty deep but then got stuck somewhere towards the end and never actually finished it, keep meaning to get back to it. I love the VIBE of the game though and the feeling of genuine exploration, I don't think there's any other game quite like it
