The Shining is my favorite horror movie but I wouldn't consider it the scariest.

I remember watching the Grudge in theaters and getting FUCKED UP! I was afraid of asian people for almost an entire year.

I hated the jump scare in the Ring where the mother is talking about finding her daughter in the closet and then you see her face all morphed. GIVES ME CHILLS!
