It's because of a lot of stuff, including sometimes having funding for these things included in the budget resolutions (or continuing spending resolutions when a budget hasn't been passed). It actually wouldn't have been much of an issue except Trump ditched the EO DACA program and told Congress to deal with it while pushign for his wall. Since it hasn't been, then McConnell has been touting "You can have CHIP or DACA", which is kind of a fucked up negotiating tactic. Had Trump not suspended it and put it on Congress, this would have been a easier negotiation.
The key problem is the continuing resolutions they keep doing to avoid passing an appropriations bill, which just kicks the ball down the street. That's the last I saw from McConnell who wants to temp fund the government through Feb 8. Which just means it shuts down again if they still haven't resolved shit.

It was basically Trump's way of trying to push for the wall funding which likely wouldn't have made it into the final budget either way. By throwing DACA out there and telling Congress to deal with it, he thought he would 1) Be able to blame Dems by saying they prefer illegal aliens to military people, 2) Push for a DACA renewal tied to wall funding. Instead, it's biting him pretty hard except for the 32% of people who still think he is amazing.
I'll see if they put the shutdown signs on the Mall again; they did that in 2013 and I documented it for the folks who were arguing that Obama wasn't letting veterans visit the WWII Memorial and shit.

The simple test for me is "If she knocked on your door with a flat tire, has she done enough despicable shit that you wouldn't be ok inviting her in to hang it with your spouse, kids, parents, etc.."
