Are there just X amount of zombies walking around an area that you need to clear out to catch a breather for a certain amount of time, or are they constantly spawning and hunting you down? And is it better to hunker down and build your own little base or to take over an already standing building?

I think I'm being chased by a sppoky ghost. I saw that I was hunted, spun around in a circle and saw nothing and then instantly died. It happened again about five minutes after respawning, but instead of instantly dying it was as if something hit me a bunch of times in rapid succession and killed me. What causes this?
