That's Gavin Friday.
Interestingly enough, while the Virgin Prunes are considered a "goth" band, they are made up of guys who used to hang out with the guys from U2, the same group that gave Bono and The Edge their nicknames- and Dik, the guitarist for the Prunes, is The Edge's brother. Bono says he always watches Gavin Friday because that is what Bono will be doing in ten years (and it is kind of true- U2 were hanging out in women's clothes for Achtung Baby about ten years after The Prunes were running around in dresses in the early 80s).
Gavin has some great solo songs as well (and he and Bono worked together on some soundtrack tunes for "In the Name of the Father", including the title track). Here is a great one from Gavin (looking much less like Robert Smith):
