im thinking at least 11 to start with 1-3 players who can join under specific conditions. that or multiple mafias or 6 or 7 members each. i could also see multiple SKers along with a cult or even multiple cults. town will probably have ~26 players. also some unaligned players maybe.

unaligned: 1
recruit able 3rd party to first mafia that finds them: 1

Having two mafias really only helps town. I've never been in a setup that was balanced with two mafias.
