You'll notice that the phrase "I dare you all to try" is an empty threat. If you look at it from a pure syntax perspective, it's a true statement. He does indeed dare us all to try, but he neglects to provide any actual examples of what will befall us if we do. It's a bluff, and quite a bad one.
