Uh yeah you can. Draw 2s and draw 4s can stack until someone doesn't have one. Actually I don't know of that's official but I have seen it fairly frequently and its an option in the online version so... Idk.

Since they all hit Igor, I imagine he means the same person playing two at the same time. Or maybe I'm reading wrong.

The way I play it, the +4 can actually ONLY be played when you have no other cards that can be played, and +cards can't be stacked.
