Caleb is the obvious choice this week. Anyone pushing for Devin to leave can please gtfo (house, not here. <33). Caleb already halved his chances of saving himself and the whole point of not going after him was because he would always have two chances until the twist is dissolved. Devin doesn't have a leg to stand on, let someone else waste their HoH on him. He's already ruined his game and relationships to the point where he has no shot at winning the game. Make some sort of side deal with him depending on how the rest of the week plays out.

Caleb is the main reason the vote swung from Zach to Paola, so who knows how Devin will react with Power once again in his hands.
