Also why would I not kill the Backup Doctor if I was scum? I have known who it is for 3 days now. If I was scum or SK it means I am helping town.

Cop roles are way more powerful then protection roles. There is no way anyone should believe that there are 3 cop roles in this game with 19 players.

Protection roles are just as useful. A Jailer more so.
