Pirate ship's have captains. British ships have captains. Dead pirate ships have captains. Am I missing any other major groups from the movies? It's been a while since I've seen them.

You're arguing with Vern is a distraction. We know Vernon doesn't read things. We also know there is not a doctor and sheriff in every single game. Arguing about it, trying to prove him wrong, is pointless and distracting.
