Every time I hear "ice 'em" I just think of that scene from Zootopia where they recreate The Godfather

I will say, "ice out" is a phrase used when you're giving someone the cold shoulder. It means the same thing but it's not a widely known phrase because the original phrase is still used.

Yes it means you’re excluded. Like being FROZEN OUT of an account or something. Frozen/iced etc. EZ PZ!

Then why not use frozen out? Excluded would have been an even better choice.
