This just dawned on me. Vern says he can turn his action on and off. You know what else gets turned on and off...THE SWITCH.

Reaper also claimed he could turn his on/off as well, but it looks like his claim has actually been verified by other actions.

And the response was NO, the ORDER OF MAFIA ACTIONS
