That's always been the rule. The rule is they're not supposed to flat out say, "I'm nominating you." But it still happens every year.

Yup. They enforce it when it's convenient. Brendan told Britney he was nominating her in BB12 and production was like WHOA NO CAN'T DO THAT, BRITNEY'S SAFE NOW LOL, so he wasn't allowed to nominate her.
