2. Electoral votes are determined by population, so if you go away from winner-take-all, the it would represent the popular vote much more closely.

Yeah but measuring the election by population in specific region is why the electoral college is messed up. It’s essentially creating fixed ideological boundaries at this point.

This is pretty significant. An incumbent hasn't lost the presidency since George H Bush lost to Bill Clinton. How many of us are old enough to remember?

Because each state has a say in determining how it selects the President.
