If you have two tabs and open the PM first and another innocuous page second then all the people looking at the user list will see is the 2nd page even if you keep the PM open.

Anyways, if the Active Users is part of the forum, it's up to whoever wants to use it for whatever advantage. I don't necessarily think it's cheating even thoug I've only used it once or twice just to see who was viewing what. Most of the time, scum could take note and inform their team, but it's up to the other members to decide.
