If Herm wasn't the one stealing/blocking roles then why wasn't Zersch's kill stolen again?

I AM an idiot in a lot of things but unless Zersch tells me his role makes it so he literally cannot be blocked I will not buy that Herm was able to use that role on Zersch while Zersch was still able to kill at night.
