An executive order isn't like a bill that needs to be signed--it's basically an directive from the president that has the force of law, so it doesn't need to go through Congress.

@Merc: This sounds pretty one sided and probably a big oversimplification on a complex issue, though I'm sure there are valid points there. I don't think it's a black/white thing i.e. yes it's good or no it's bad

I remember reading about tens of ridiculous things included in the TPP.
