Feels more like spin rationalizing it based on his biased view of it. To me, Cactus' vote looks like a way for him to get a vote out there without putting himself out there at all.

I don't disagree that Cactus could have used the spin reasoning do distance himself from the vote, just that Spin seems to still see it as a troll move.
