You are making comments like "oh it's not that bad, just slight discomfort" Seems like defending to me. Anyways, whether it was sexual harassment or just harassment, it's super inappropriate, creepy, and gross to ask someone you work with (who probably don't know that well if they felt uncomfortable saying anything in fear of being fired) and tell them look over the contract. There are agencies that can find surrogates if you want one so badly

^^^ Also most Hill staffers in House offices, unless they're an LD or Chief of Staff, typically make less than $45k a year, so offering them $5 million in exchange for surrogacy knowing staff are severely underpaid for what they do is especially gross to me and seems just as much an example of objectification as sexual harassment, even if not explicitly sexual in nature.
