While I love that the first transgender state elected official made it here in Virginia, I think it is odd they keep saying "first openly transgender". Does that imply there was a closeted transgender person in government in the state before? I'm thinking it was Cuccinelli.

It's always possible there was a one who never was open about it or transitioned, and is possible there was one who transitioned completely and was never outed, so "first openly" is a way of not having to deal with either of those coming to light later on to steal the "first" title
