Well yes that's obviously possible, but if scum did it, I don't think they would draw attention to themselves whether they knew or not

also I had a power last game to scramble the userlist that I had no idea what the purpose or reason for was... but other people's powers were affected by the user list order so idk - and this was unknown to me at the time
